Art. 285 of the Dutch Penal Code

A threat is the expression of certain words towards someone else, causing that person to feel threatened with death, serious injury, or rape/sexual assault. If you are suspected of making a threat, it is important for a lawyer to carefully examine the case file and all facts and circumstances, with two requirements being crucial. Firstly, a person must have genuinely felt threatened in the context in which the statements were made. Secondly, it must have been the genuine intention of the person making the statements to instill reasonable fear in the other person (intent). In the case of a threat, it is advisable to seek advice from a lawyer.
